DQ-Rule Adjustments for NZ_GST

Add a new Rule:

Rule Category	Identifier	Identifier Name	SAP	Example
Identifier missing	NZ_GST	GST Number - Goods and Services Tax	NZ1/STCD1	111-111-111

Change existing Rules:

Rule category	Identifier	Identifier Name	SAP	Example	Description
Identifier format	NZ_GST	GST Number - Goods and Services Tax	NZ1/STCD1	111111111	We have to fix the existing Format check. Today we expect always "hyphen" which are optional. https://meta.cdq.com/Identifier_format_invalid_(GST_Number_(New_Zealand)) Change request: 8 OR 9 digits - numbers only and hyphens are not mandatory Example: 62774911

The 9 digit format was introduced in 2008. Before this the number was an 8-digit number. The old format we did not allow so far, but already existing old numbers remained unchanged. That's why the rule was changed to additionally allow for 8 digits only
