CDQ Data Quality as Service

Not all parts of the configuration can be maintained in the app (reportConfiguration, goldenRecordConfiguration). A graphical UI would be helpful.

Additionally, cleaners should be chained in the duke XML to allow for different configProperty values (see CDLS-3272).
