CDQ Data Quality as Service

Currently only the invalid part of the request is ignored but the whole request should be declined + error message what is wrong (at least line information).

Otherwise, during implementation wrong requests could be used which have negative impact on the responses.

Example: "postCode" instead of "postCodes" in Reference Data API.
