When using the Data Validation Configurator, I want to better understand the rule that I am selecting/deselecting/re-prioritizing. I'd like to have a link to the business rule in the Wiki.

It seems to be already available. If you select a rule and go to the Business Rules Details section at the bottom, clicking on the "i" icon close to the Name brings you to the wiki (see in the attached screenshot). Is this what you were looking for?
