List of configurations for each country different than global settings

Currently, if you want to enter change a country specific curation setting you have to select the country from a drop-down list of all available countries. However, it is not clearly visible for which countries a unique configuration has been entered. The solution would be a list of all country specific settings that is always displayed + a button to add an additional country specific setting.

    Countries for which a configuration deviating from the global configuration was created are displayed now explicitly.

    Currently when I enter a new country all attributes have the value "Not set" except for character set which is UTF-8 by default. This is confusing in the current setup. Better would be "Not set" as well.
